Due to the large demand for temporary assembly houses
after the quake and the urgency of the situation, some private companies
and charitable groups joined the work of establishing assembly houses.
Because the resources varied, it caused the size of houses, materials
and equipment to differ. This, plus the desire for quick results, caused
disputes to occur.
For example, we mapped out the residential square measure, 8 pings, for
each unit according the factors of the victims' actual needs, the equity
of victims to enter and the assembly houses were only the temporary houses.
But the square feet of the assembly houses built by private companies
was bigger. Comparing with these, we adjusted the measurement up to 12
pings to meet victims' desires and demands, and simultaneously considered
the resolutions of problems we may encounter in the future for use, administration
and recovery.
Besides, the public facilities of the assembly houses built by private companies, cannot be finished simultaneously due to the problems of the authorities of owner and drainage system. It also caused inadequacies for septic tank, water tower, screen window/door, drainage channel, road and streetlight, etc. We immediately coordinated to cope with these problems and provided a subsidy to the village and town's local governments for improving these residential public facility performances to lift the living quality.
