Temporary houses did solve the victims' problem for short-term settlement. In June 2000, former Premier Don Fei inspected 921 disaster areas. In order to ensure the security of these temporary houses, Premier Don indicated that all facilities needed to be reinforced before the typhoon season and prevent temporary houses from collapsing under attack of typhoon. The post-disaster reconstruction impetus committee of Executive Yuan convened "Discussion on assembly house facility reinforcement execution meeting" on July.4 and handed it over to us for drawing up the countermeasures. Due to the fact that the typhoon season was coming soon, the time was limited. Additionally, the pattern and structure of roofs built by private companies were different. We referred to the methods used on temporary houses in the Great Hanshin Earthquake and this method is aimed to reinforce the main structure of the temporary houses to ensure they will not slope under attack of typhoon.

After being designed and mapped out, we continuously finished bids and reinforcement design and construction for over 5000 assembly houses on July.26, Aug. 1, 8 and 26. It also passed the test softly during the typhoon Bilis.

Additionally, considering that some roofs of the assembly houses built independently were lifted up by wind blast during typhoon Bilis, it caused the people living in temporary houses allotted by government to worry about safety, due to differences in materials, structure, pattern and assembly methods of temporary houses' roofs donated by public groups. In order to eliminate the citizens' anxiety, we contacted the post-disaster reconstruction impetus committee of Executive Yuan and requested all county/city governments to discuss with the original donating units and construction manufacturer and inspected the anti-blast ability of their temporary houses' roof. If needed, all local governments have to list certain budget to improve this problem. It shows the consideration of our government to take care of all victims.
