3. Post-disaster reconstruction performance
a. Supplying temporary houses: We held a meeting to discuss the
supply of temporary houses in the afternoon of Sep. 22 1999. In the meeting,
we widely discussed about the units of temporary houses, planning measurement,
type and components (Assembly, steel-made, container house), water supply
and base and then handed over to the Taipei second office to proceed and
offer the concrete method to operate. The number of temporary houses each
county or city needs will be based on the damage situation which will
be offered by the local government. Besides, the land used to set up temporary
houses is government-owned. It involves Taiwan Sugar Corporation, National
Property Bureau, Land bank management and Ministry of national defense
discarded military camps etc. It will be necessary to negotiate with above
units.
b. Public facilities reconstruction. We actively sorted out all
public buildings, roads, bridges, tap-water and fuel gas damaged in this
earthquake, cooperated on listing budget, using preparation funds and
existing budget and used our experts and tools of the heavy machine team
to help the post-disaster reconstruction.
c. Reconstruction plan and performance in disaster areas: Disaster
areas' reconstruction plan is related to urban planning. We will be the
first to do so and research the favorable rules suitable for urban renewal
to help reconstruction. The land of temporary houses construction will
be controlled in individual areas and treated with some loose regulations.
4. Suggestion for raising the funds
a. Raising the funds for rescue and reconstruction: Except for
the second preparation funds provided by Executive Yuan, we suggest using
the 4.7 billion dollars of the plan for improving urban and rural features,
6 billion dollars of the living circle road construction and 2.5 billion
dollars of improving living quality that were originally listed in post
half year of 1999 and 2000. They were going to be in use by readjusting
the subject.
b.Set up the post-disaster reconstruction foundation: In order
to raise various reconstruction and recovery funds, all must be reasonably
distributed and used irrespective of materials or money. We suggest Executive
Yuan to set up the post-disaster reconstruction funds and assign specific
institution to keep and administrate.
