2. Secure identification and estimation for post-disaster buildings

a. Mobilize professional technicians: After the quake, through the press, we requested all architects, structure technicians and ground technicians, etc. (over 1500 people who have ever participated in "post-disaster building emergency estimation personnel lecture") to report to the disaster rescue command center in all counties and cities, and work together to investigate the disaster areas. According to building first stage damage estimation list, we appraised the buildings as either secure, notice, or dangerous (3 scales).
b. Building security estimation in seriously damaged areas: In the morning of Sep. 22 1999, we convened construction and building technicians association, architects association, structure technicians association and ground technician association heading for seriously damaged Nan Tou county, Taichung county and city, Yun Ling county and Zheng Hua county, etc, in 3 teams for security estimation.

Different disaster areas had different characteristics. Through association to assign specified person in charge of the performance for those seriously damaged counties and cities. The specified persons are also in charge of these estimation jobs in the seriously damaged towns and villages. For the deficiency of security estimating

experts, we coordinated with experts from slightly damaged counties and cities and had them go to help the estimating jobs.

c. Public building security estimation: The damaged public buildings can get in contact with our second office in Taipei (construction team) and we will send people to do security identification and estimation.
d. Construction Association mobilized to inspect: Chinese Architect Association mobilized all architects from the country to do estimating work for all damaged buildings. Taipei Architects Association set up "Rescue assistance team" and 10toll free telephone number (080001596) for citizens to apply for building security estimation.
