921 Great Earthquake was an unprecedented earthquake in Taiwan. In order to avoid any casualties by aftershock and help the application of house damage classification, we gathered civil engineers, structure engineers, architects and experts in a short time into the disaster area to execute the estimation for damaged buildings and draw up the Q&A manual to solve victims' questions.

Since this disaster, all of society and the press gave much advice and questions on the issue of anti-shock of the buildings in the country. Among them, there is some advice for the anti-shock regulation in construction skill rules in use. Aimed at the questions asked by the press, we induced it into 4 subjects, totally 26 questions, from Sep. 21 1999 to Oct. 5 1999.and invited architect, civil engineer, structure engineer and geologists, 5 people, to clear these 26 questions in 2 lecture courses, totally 50 people, as a reference for the public.

After collecting the engineers and experts' opinions, the consideration of earthquake horizontal and vertical shock and soil liquefaction in the construction skill regulation issued in 1997 meets the international standard. Except

for the scale of earthquake, the factors of affecting buildings' anti-shock ability were the geology of construction base, landforms, and soil characteristic. In the past, we didn't pay much attention on this aspect for the building construction. Additionally, other artificial factors like: not complying with the design, not constructing the base on drawings, misuse of materials and changing the type of use (like change the partition, change the using category) that could lower the buildings' ability to resist the shock. I herein beseech people that all the construction designs should be in compliance with construction law and construction skill regulation. The construction should be properly done. The users don't make the second change on construction after the building construction is completed and start using. It will destroy the original structure and partition and lower the building's ability to resist shock.

From now on, we will absorb the experience from this earthquake, continue to offer all circles advice and urge to amend construction laws and construction skill regulations. We hope all circles can give us instruction and advice.
